These categories help fire safety professionals specify a suitable system for each building. They do not represent simple quality levels.
For example, an L1 system is not automatically the correct choice for every property. The right category depends on the building, its occupants and the findings of its fire risk assessment.
The Regulatory Reform (Fire Safety) Order 2005 applies to most non domestic premises in England and Wales.
The Responsible Person must assess fire risks, provide suitable precautions and maintain those measures. A Responsible Person could be an employer, owner, landlord, occupier or facilities manager.

BS 5839-1:2025 covers fire detection and alarm systems for non residential buildings. The established categories include M, L1 to L5 and P1 to P2.

Someone must discover the fire and activate the alarm manually. This means the system does not depend on automatic smoke or heat detectors to identify the incident.

Most automatic systems also include manual call points.
An L1 fire alarm system provides the most extensive life protection coverage within the L category structure.
Automatic detectors cover almost all areas of the building. The aim is to identify a fire as early as reasonably possible, regardless of where it begins.
An L1 system may suit buildings where early warning is particularly important. Examples could include complex premises, buildings with sleeping risks or sites where evacuation may take longer.

An L2 fire alarm system provides automatic detection along escape routes and in rooms opening onto those routes.
It also adds detection within defined areas presenting a higher fire risk.

An L2 system therefore combines general escape route protection with targeted detection in higher risk locations.

The purpose is to alert occupants before a fire prevents safe evacuation. Its coverage extends beyond the escape routes themselves because a fire inside an adjoining room could spread into the route.

An L4 system provides automatic detection along escape routes.
Coverage may include corridors, stairways and other circulation areas forming part of the evacuation route.
Its purpose is to warn occupants about smoke or fire affecting their means of escape.
Since detection does not normally extend throughout every adjoining room, an L4 system offers more limited coverage than L1, L2 or L3.
Limited coverage does not mean poor quality. It means the system serves a different defined objective.
An L5 fire alarm system addresses a specific fire safety objective that the other categories do not fully cover.
Detection may protect one room, process or risk area. In some buildings, an L5 element works alongside another category.
For example, a premises may require extra detection around a particular hazard. The fire risk assessment should explain the reason for this additional protection.
L5 systems require clear documentation because their design responds to circumstances unique to the building.
L categories focus mainly on protecting life. P categories focus on protecting property and maintaining business continuity.
A P1 system provides automatic detection across most or all areas of a building. It aims to identify a fire early and reduce damage.
A P2 system provides automatic detection within selected areas. These may contain valuable equipment, essential records or a higher risk of fire.
Some buildings use both life protection and property protection objectives.
The fire alarm contractor should not select a category without a suitable fire safety specification.
The Responsible Person should obtain advice from a competent fire safety specialist. That decision should reflect the fire risk assessment and the overall evacuation strategy.
The Responsible Person must also keep the assessment and fire safety arrangements properly recorded. Current government guidance requires the full assessment to be documented.
